Nooristan , which locates in North East of Afghanistan, is one of the remote provinces. Occasionally the violence in Norestan put this province in news headlines.
Taliban blocked the Norestan-Konar highway and banned the import of primary products including food products.
Recently, the official could take serious steps in order to enhance security and construct the new highway which connects Laghman province with Nooristan.

Zijot Nooristani, the reporter of Bokhdi news agency, interviewed Mohammad Tamim Nooristani who is the governor of Norestan about “opportunities and obstacles” in this province.

What are the agreements in your recent visit from Wamar district with religious scholars and elders for the purpose of enhancing security?

Nooristani said: According to our discoveries, some of the Taliban members would join government and we are trying to precede their recurrence. Nooristani said: According to our discoveries, some of the Taliban members would join government and we are trying to precede their recurrence.

A few days ago we (some of governmental officials) traveled to Wamar district; we stayed at “Kordur” valley which is a part of Wamar district for fifteen days. Mostly, Kordur valley was under control of Taliban in recent four years.
The governor of Norestan said that the religious scholars, elders, and people pledged to support government and construction projects.
Nooristani added that 200 governmental stuffs accompany us during the session with the people of Wamar district. The main discussion of this trip was about obtaining security for constructing the new highway “teteen”, boosting the security of area, and unlocking the Konar-Norestan route for importing and exporting of products.
He continued, “Fortunately, the religious scholars, elders, and the local people announced their satisfaction with government and construction projects.”
After discussing about related obstacles, we decided to establish a local council. The council has 31 members including religious scholars, elders, and 10 youths.
After this, the council would have close cooperation with police forces in order to insure the security of related area.
According to the council decision, no one would be allowed to walk with any kind of weapon in the area; otherwise, police would interfere.
Norestan is one of the traditional and tribal provinces which the core decisions would be taken by elders and religious scholars. Therefore, negotiating with government oppositions, especially Taliban would be the main task of this council. Nooristani added, “We expected this council pave the way for oppositions to join government.”
When we were in Kordur valley, the deputy of Taliban governor joined us in Wamar district and announced his cooperation with government.
According to our discoveries, some of the Taliban members would join government and we are trying to precede their recurrence.
Mr. Nooristani, what are the regional activities of this council?
The focus of operational activities would be Kordur valley, it is obvious to you that Kordur valley shares common border with Koslak region which a part of Chapa Dara district in Konar province. This zone (from Koslak to Kordur) is always open to the opposition’s visibility; as well, the area is intensity insecure. Most residences of area condemn government not paying attention to security issues in this area.
Norestan residence started to construct the new street with primary utilities. It is important to be mentioned that we established police station in Kordur valley. We are trying to establish three more police stations in order to insure the security of new highway (Teteen).
Respected governor, you had announced to media that Norestan would be connected with Laghman province, how is the

Recently, the street construction process has arrived from Wama district to the bottom of” Kottal”. work process going on and when it will be done?

Norestan locates in cold region and working with primary utilities causes the construction process to take a long time. However, the construction process of Norgarm district, which locates in warm region, is considerable.
We are trying to accomplish the construction of “Kottal” street with machines; probably it would take two and half months.
It was said that after blocking the Goslak Street by Taliban, you decided to connect Norestan with Laghman province by constructing the new street, Does Taliban prevent the import of products to Norestan anymore?
One of the main purposes of going to “Kordur” valley was establishing the public council that fortunately the council was established by officials. The elders of Gorboz, Dirah, Goslak, and Wama negotiated with each other and decided not allow anyone to stop the import of food and primary products to Norestan. Fortunately, the transmission of products to Norestan province has been started newly. Food and primary products are available in the bazaars of Norestan. However, the official stuffs and employees cannot pass the Goslak path.
So, you mean that Goslak of Konar province is under control of Taliban?
Unfortunately yes, the Konar officials should take serious decisions about this issue. The military operations are necessary in order to squash the Taliban groups in Konar province.
