North, Jondullah, Training Suicide attackers, and Assassinations of “Jahadi” Commanders
After Taliban regime was collapsed Northern provinces were counted as the secure and stable provinces. However, recently these provinces witnessed “extensive” violence during the past recent years.
Some of “Jahadi” commanders, General Dawood Dawood, Mawlana Sayyed Khil, Mawlana Shah Jahan, and Commander Abdul-Motalleb Big who were involved in a political circulation and were members of resistance forces were killed in separate violence and incidents.
A part of ISAF military supplemental convoys and equipments are transmitted from Northern provinces paths. Consequently, the transition of equipments is an interested subject for Taliban which could grape the attention of this group for the purpose of attacking on ISAF convoys.
Nasratullah Iqbal, the reporter of Bokhdi News Agency, interviewed General Baba Jan the commander of 303 Pamir zone
about the security obstacles and battle strategy in north of Afghanistan.
Thank you General Baba Jan for the opportunity you gave us. Firstly, would you give information about security situation? Are security programs implemented as the security organs and government wants in north of Afghanistan?
It is obvious to you better that the government of Afghanistan was established during a critical situation. Initially during the first years the
, we plan to implement programs for intensification of security and we expected to achieve the satisfaction of people.
government could pay more attention to elevate the capacity of police forces. Unfortunately the weaknesses of police let the government opponents be equipped and exist again. In recent two years, the Ministry of Interior Affairs put efforts to train, support, and equipped police. Furthermore, International community paid more attention for training the Afghan police. Training centers were created in the provinces as well as in center. To be compared with previous years, the behavior of police with people is much better. Executing the regulations is the main duty of police, so they should be aware of regulations.
Unfortunately the current clashes and obstacles do not permit the government projects to be implemented and develop the Afghan police capabilities. Mostly, National police forces are busy with clashes and protecting the borders.
During your participation in 303 Pamir Zone and as the commander of this zone; how do you evaluate the security changes in north region of Afghanistan?

Though the security situation was not enough appropriate to be compared to people expectation, the Afghan police efforts and activities could boost the security situation. Now, Afghan passengers and the supplemental convoys pass the highways with no security problems.
Northern regions are knows as the place where “Jahadi” commanders were assassinated, the assassination of General Dawood Dawood, Mawlana Sayyed Khil, Mawlana Shah Jahan, and Commander Abdul-Motalleb Big shows that Northern regions are not secure for outstanding “Jahadi” commanders. Why most attacks are operated for the purpose of assassinating famous commanders?
You know that the clashes between Taliban regime and resistance forces during the previous decade were tough and irreparable for Taliban. Consequently, Taliban revenge and target the resistance commanders. Moreover, the intelligence services of neighbor countries are involved in these operations (targeting “Jahadi” commanders). The antagonists are trying to assassinate “Jahadi” commanders in order to achieve their vicious aim.
The reports exposes that the members of “Uzbekistan Tahrik Islamic Party”, Al-Qaida, Taliban, and Haqqani group could permeate in north regions. How do you evaluate the main reason of their activities and existence?
It is obvious that Pakistan block the transportation way of international forces to receive more tributes from American and its allies. Subsequently, the Northern highways are the alternative choice for International forces convoys. Targeting the ISAF convoys and the Pakistan intelligence service activities, are the two main reasons for the participation of Taliban in Northern provinces. In addition, we plan to implement programs for intensification of security and we expected to achieve the satisfaction of people.
DO these groups recruit the local people as their soldiers and unit?
Their recruitment process was not successful in the Northern provinces; as it was in other parts of Afghanistan. The insurgents in Northern regions focus on suicide attacks and operations in state of roadside mines.
Recently the blast, which was done by a local religious scholar who was trained in Pakistan and he was the mosque Imam, could killed 19 people including a member of Perelman?
The suicide attacker was a religious person who was trained in Pakistan. He did not have the public support. If he has the public support, he could use his supporters to accomplish the attack. He obeyed from exotic groups.
It was said that religious schools train suicide attackers. According to reports the suicide attackers were trained in the religious schools of Qandahar. Do police and national security control and supervise the religious schools in Northern provinces?
Controlling and supervising the religious schools relate to other organs and Ministry of Education. These organs should control religious schools. However, we arrested around 15 suicide attackers who came from Pakistan. The arrested attackers are the member of “Jondullah Net” which relates to Taher Yawaldash. To make the Northern provinces insecure is the main purpose of enemy groups. Fortunately, our police forces could neutralize their ominous plans.
Which insurgents groups function in north?
“Jondullah Net”, which is correlated to Taliban, cooperates with Pakistan intelligence service (ISI). Additionally, the members of Gobodin Hekmatyar Islamic party are active insurgents in Northern provinces.
Commander Mirwais, The commander of Gobodin Hekmatyar Islamic party, operates extensively in Baghlan province. Recently CNN Television broadcasted the predicated movie of this commander. What is your opinion about his activities?
Now the Commander Mirwais unit does not operate in the region. Furthermore, Gobodin Hekmatyar Islamic party member do not exist in Baghlan province. Officials could build posts, where Mirwais operated, for National police, Local police, National Army, and Public Discipline forces.
How strategic and important north regions are for conflicts with government armed opponents?
The armed opponent groups cannot continue the clashes in eastern and southern provinces; therefore, they chose north regions. As the resistance forces reside in north regions, insurgents (Taliban) want to insecure the area. The antagonist put efforts to permeate in north regions and impale their power as a symbol.
