The negotiations with government armed opponents have turned to new steps. Recently the committee of Golbodin Hekmatyar’s Islamic party has begun negotiations with President Hamid Karzai and some of American officials.
Afghanistan government hoped that these negotiations will enhance the peace process and end up the violence.
Mosaver Abbasi, the reporter of Bokhdi news agency, has interviewed the spokesman of Islamic party leaded by Golbodin Hekmatyar. Abbasi asked about the results and consequences of these negotiations with Haroon Zarghon.
Thank you Mr. Haroon Zarghon. First would you give information about the outcomes of negotiations which Islamic party had with government of Afghanistan?
These negotiations were started based on American repetitious requests. Then, the committee of Islamic party decided to negotiate in Kabul

Doctor Ghairat Bahir and Qotbodin Helal the member of Islamic party, General John Allen and the ambassador of America in Afghanistan were the participants of these discussions. In addition, the committee negotiated with President Hamid Karzai.
What is the reason that Islamic party agreed with negotiating; however, egression of foreign troops from Afghanistan was the necessary requirement for starting the negotiation?
Islamic party had some plans for negotiating with government. Still exit of foreign troops is an important issue for Islamic party; however, foreign troops agreed to leave Afghanistan.
Will Mr. Golbodin Hekmatyar end up the oppositions and take part in politic, if the negotiation results are pleasant?
No, Islamic party does not negotiate so that it (Islamic party) takes a part in the government; in contrast, these agreements and negotiations are for preceding the peace process. We have a specific agenda for making peace in Afghanistan. Foreign forces egression

Which counties interfere in Afghanistan affairs, separately from Iran and Pakistan?
All the neighbor countries interfere in Afghanistan’s affairs including America and Russia.
Does Islamic party accept the constitution of Afghanistan, the government emphasis on accepting the constitution by armed opponents for stopping the conflicts?
Islamic party does not accept constitution. This law was sanctioned by fake representatives. Moreover, this law was sanctioned when 150, 000 foreign were present. The religious and cultural bases are not considered in this constitution. We want the law based on Islamic values and scales.
Mr. Zarghon, Where was Golbodin Hakmatyar in last ten years? Was he in Afghanistan or outside of Afghanistan?
Since Hekmatyar leaved Iran, he was living in his provenance. He faced clumsy dangers during his staying at different places.
You mentioned Hekmatyer’s egression form Iran, when he leaved Iran he said that he did not want to live under the Iranian intelligence pressure. Did he have connection with neighbors’ intelligence services during this decade?
Not accepting the intelligence institution was the only sin of Engineer Hakmatyar. If he accepted the suggestion and pressure of intelligence institution, he could have a high chair. Yet, Islamic party did not obey and communicates with any intelligence service.
The last question relates to Islamic party reaction to the political office of Taliban in Qatar?
Well, it is not clear yet. As long as they do not clarified this news we will not release any idea.
